I agree, the only almost sharp part of the taxi is the center. The thing is that the taxi was turning and the only part that was slowly rotating was the center. 1/20 is too less I agree, at 1/40 or 1/50 would have been better.
I enjoyed the color in this picture more than the panning effect actually.
